Technology, Cyber & Digital Law

The Legal Accord provides legal advice and representation on technology, cybercrime, digital transactions and online regulatory matters in Pakistan. We assist individuals, businesses, technology companies and digital platforms with cyber disputes, electronic transactions, data-related issues, online content, software agreements and technology-driven commercial matters.

Our practice combines legal, regulatory and commercial analysis to help clients respond effectively to the legal risks arising from the use of technology and digital systems.

Overview:

Pakistan’s principal cybercrime framework is contained in the Prevention of Electronic Crimes Act, 2016 (PECA), as amended, including by the Prevention of Electronic Crimes (Amendment) Act, 2025. PECA regulates a wide range of offences and legal issues involving information systems, data, electronic communications and online activity.

Electronic transactions and digital documents are also governed by the Electronic Transactions Ordinance, 2002, which provides legal recognition to electronic communications, records and electronic signatures.

Our Approach to Technology & Cyber Matters

At The Legal Accord, we begin by identifying the technology involved, the relevant digital evidence, contractual arrangements, platform or service provider, and the applicable statutory framework.

Where the matter involves cybercrime allegations or online misconduct, we assess the conduct complained of, available electronic evidence and the remedies available under PECA and related laws.

For businesses and technology companies, we also review contracts, digital processes and regulatory obligations with the objective of reducing legal risk before disputes arise.

Cybercrime & PECA Matters

The Prevention of Electronic Crimes Act, 2016 provides Pakistan’s principal statutory framework for offences involving electronic systems and data. Its scope includes unauthorized access and interference with information systems, electronic fraud, identity-related offences and other forms of prohibited online conduct. The Act was materially amended in 2025.

The Legal Accord advises complainants, accused persons, businesses and professionals on the legal implications of cyber incidents and assists with complaints, investigations, bail, defence and related court proceedings where applicable.

Electronic Transactions & Digital Contracts

The Electronic Transactions Ordinance, 2002 gives legal recognition to electronic documents, communications and signatures and forms an important part of Pakistan’s digital-commerce framework.

We advise businesses on electronic agreements, online contracting, digital signatures, e-commerce documentation and the enforceability of technology-related transactions.

Software, Technology & Digital Business Agreements

Technology businesses depend heavily on contracts governing ownership, licensing, access, confidentiality and service delivery.

The Legal Accord prepares and reviews agreements relating to:

  • Software development and implementation
  • Software and technology licensing
  • SaaS and cloud-based services
  • IT support and maintenance
  • Website and application development
  • Confidentiality and non-disclosure
  • Intellectual property ownership
  • Technology procurement and outsourcing
  • Digital-platform services

Our objective is to clearly allocate ownership, responsibilities, liability, payment obligations and dispute-resolution mechanisms.

Online Content, Platforms & Digital Disputes

Legal disputes increasingly arise from social media, online platforms, digital publications and electronic communications.

We advise clients on legal issues relating to online content, impersonation, account misuse, electronic evidence and disputes arising from digital communications, while considering the applicable provisions of PECA and other relevant laws.

Where administrative or regulatory action is involved, we also assess the available remedies before the relevant authority or court.

Cybersecurity & Digital Risk Advisory

A cyber incident can expose a business to financial loss, contractual liability and regulatory consequences.

The Legal Accord assists businesses in reviewing the legal aspects of cybersecurity incidents, contractual responsibilities, internal policies and third-party technology arrangements.

Where necessary, we work alongside technical experts so that legal strategy is informed by the available digital and forensic evidence.

Strategic Legal Support for the Digital Economy

Technology develops more rapidly than legislation, making clear legal advice increasingly important for businesses operating in digital markets.

The Legal Accord provides practical legal support for cybercrime, electronic transactions, technology contracts and digital disputes, helping clients protect their rights and manage legal risk in Pakistan’s evolving digital environment.
